Depending on how you define the term, Alaska is the world’s largest exclave. Name the U.S. Secretary of State who negotiated the purchase of Alaska from Russia in 1867. (Widespread derision of purchase is probably a myth, but at least one newspaper joked that the U.S. had spent seven million dollars to purchase a “Polar Bear garden.”)
