The UK House of Commons again failed to pass the Brexit withdrawal plan negoatiated by PM Theresa May, but did vote to allow for a request for an extension of the withdrawal date, as provided by what ARTICLE OF THE TREATY OF EUROPEAN UNION, the same article that allows for countries to leave the EU?
