Either of two answers is acceptable. On July 25, 2011, Obama declared in an executive order whose annex listed four "transnational criminal organizations" by name. Two of those are The Brothers' Circle (referring to either one gang or several operating in former Soviet countries), and Camorra (Neapolitan mafiosi).
Please name either of the other two entities specified in that EO. One is based in Asia, with about 40,000 members of 22 designated gangs (according to the National Police Agency). The other is a rival of the Gulf Cartel, co-founded by Arturo Guzmán Decena.
