Conspiracy theories abound, especially by the conservative John Birch Society, that the Council of Foreign Relations (CFR) exists to collude with the U.S. government and eventually bring about a One World Government. Their fear may be misdirected--after all, the CFR is only the second most cited think tank in the United States, after what similar body, sitting eight blocks north in Washington on Massachussetts Avenue?
